At the state level, Early On is an initiative of the Michigan Department of Education, the Michigan Department of Community Health, and the Michigan Family Independence Agency.  It is funded through Part C of the federal Individuals with Disabilities Education Act, or IDEA. Early On statewide is guided by a State Interagency Coordinating Council with representatives of involved state agencies and consumers.
