Early On  in Cheboygan, Otsego, and Presque Isle Counties is guided by the Bridging the Gap Interagency Coordinating Council. The Council is made up of parents of special needs children, agency representatives, and others. Collaborating agencies include the Intermediate School District, the Department of Community Health's local Public Health agencies and Community Mental Health agencies, and Family Independence Agency of each of the three counties. Other important partners in Early On include hospitals, physicians, schools, child care providers, and parents themselves.
